What Does Dubai Municipality Require?
Beyond the permit itself, three requirements apply to every food establishment in Dubai, cafeterias included:
- FoodWatch registration. All food establishments must register on Dubai Municipality's FoodWatch food safety platform (FoodWatch).
- A certified Person in Charge (PIC). Every food establishment must have a Person in Charge trained and certified in food safety by Dubai Municipality. The PIC's name must be displayed where customers can see it, typically behind the cash counter (Dubai Municipality).
- Health cards for food handlers. Staff who handle food need occupational health cards before they start work.

The regulators differ, but the sequence is the same:

What Do First-Time Cafeteria Owners Get Wrong?
- Signing a lease before checking the food area. A unit can look big enough and still fall short of the 200 sq ft food-area minimum once seating and counters are drawn in. Measure the food area, not the unit.
- Adding shawarma later without the space. Shawarma raises the minimum to 250 sq ft. If it is on the menu, plan for it from day one.
