How to Start a Food Business in Dubai (2026 Costs)

You can start a food business in Dubai for roughly AED 30,000–80,000 by producing from an already-licensed shared kitchen, or spend AED 200,000–400,000 on a small café and AED 400,000–800,000 on a mid-size restaurant. Every route needs the same two approvals: a Dubai Economy and Tourism (DET) trade licence with the correct food activity, and a Dubai Municipality food establishment permit for the premises.

The format you choose decides almost everything else — budget, licence activity, timeline and risk. So start there.

Which licence do you need to sell food in Dubai?

The DET trade licence

Every route starts with a trade licence from Dubai Economy and Tourism, or from a free zone that permits your activity. The activity on the licence matters more than the licence itself: it must name what you do — restaurant, café, catering, or food preparation and delivery. A general trading licence does not cover preparing food.

The Dubai Municipality food permit

Before you serve anyone, Dubai Municipality inspects and approves the premises. The food establishment permit costs AED 3,000–8,000, plus inspection fees of around AED 500–1,500. Expect requirements on layout, ventilation, cold storage, hand-washing, pest control and waste.

Staff certification

Anyone handling food needs Dubai Municipality food safety training and an occupational health card. Build a simple HACCP-based food safety plan before inspection, not after.

Other approvals by format

  • Food truck: a mobile food unit permit and approval for each trading location.
  • Alcohol: a separate liquor licence, only in permitted venues — see our liquor licence guide.
  • Abu Dhabi instead of Dubai: the licence comes from ADDED (AED 8,000–20,000 a year) and food safety approval from ADAFSA, which must be granted before fit-out begins. Our Abu Dhabi guide covers the full process.

Can you start a food business from home in Dubai?

Possibly, but verify it before spending anything. Home-based business licences exist through DET and some free zones for permitted activities, but availability and conditions vary by activity and applicant, and high-risk foods such as raw meat and seafood are generally restricted.

The dependable alternative is a licensed shared kitchen. You rent production time or space, usually AED 2,000–8,000 a month, and the kitchen already holds a Dubai Municipality permit. You skip fit-out and equipment, and you can prove demand before committing to your own premises.

How long does it take?

  • Trade licence: days to a few weeks.
  • Fit-out of your own kitchen or venue: commonly two to five months.
  • Dubai Municipality inspection and permit: after fit-out, typically a few weeks.
  • Shared-kitchen route: often a few weeks end to end, because the premises are already approved.

What do new food businesses get wrong?

  1. Choosing the premises before the numbers. Rent above 25% of realistic revenue is the most common reason a food business never becomes profitable. Run the tests in our guide to whether a restaurant business is profitable in Dubai first.
  2. Launching on delivery apps alone. Apps help people discover you, but at 25–35% commission per order, a business with no direct channel pays that fee on every repeat customer, forever.
  3. Not collecting customer contacts. Every early customer who orders directly, scans a menu or messages you on WhatsApp is someone you can bring back without paying an app or an ad platform again.
  4. Under-funding working capital. Keep at least six months of fixed costs in reserve. Many food businesses are viable by month 18 but run out of cash before month 12.

Which route should you choose?

Match the route to what you are trying to prove, not to the business you eventually want:

  • You have a product but no proof of demand — cakes, meal prep, a single cuisine. Start from a licensed shared kitchen. Your risk is capped at a few months of kitchen rent, and you learn whether people reorder.
  • You have proof of demand and want delivery scale. A cloud kitchen, either your own unit or a larger shared-kitchen contract. Plan from the start for how you will move repeat customers off the apps.
  • Your concept depends on the room — coffee culture, dine-in experience, a neighbourhood crowd. A café or restaurant, but only after the rent test: annual rent should sit within 15–25% of realistic revenue.
  • You want events and footfall without a lease. A food truck, but check location approvals before buying a vehicle; a truck with nowhere approved to trade earns nothing.

Most successful Dubai food businesses move up this ladder one step at a time. Very few start at the top.
